Since the new DotA came out, people have been freaking out about the reworked hero, Razor. So I decided to play with him a couple of times and see what's all the fuss about, here's my review of the hero.
Razor, The Lightning Revenant

Razor is lightning incarnate. It is a living being, capable only of unleashing it's tremendous electrical power to anything and everything nearby. The only indication of sentience from it is its ability to control its surges, which never seems to actually strike any it would call friend. Like its namesake, it cuts to the bone, with speed and accuracy, sometimes jumping from one thing to another. Its unnatural form gives it speed, and a thirst for blood. It is a force to be reckoned with, and only the strong dare face it.

Ability Type: Active
Targeting Type: Instant
Ability Hotkey: F
Razor releases a wave energetic plasma which grows in power as it extends outwards. Deals damage to units both on expansion and on contraction. The further the plasma is from razor the more energy it has.

Explanation:
When you activate this spell, projectiles go outward of Razor and when they reach their maximum range, they go back in. The projectiles look like Storm Spirit's attack projectile and they go in a 360 degree angle, like the active ability of Shiva's Guard. Now, here's how it works, in order for it to reach it's maximum damage (level 4) of 350, your target has to be touched twice by the very end rim or the electric circle. Because the circle deals damage while it's expanding and while it's contracting, dealing 175 damage each time it expands/contracts. It takes some time to land both circles right, to deal the maximum damage, but it's worth it. It's also very useful for farming, in lane or in the forest.

Ability Hotkey: C
Taps into the energy of a target hero, creating a charged link between Razor and his foe. As long as this link is maintained, Razor will continue to steal damage from the target and adds it to his own. Drains up to 10 seconds. Bonus lasts 13 seconds after that.

So, at level 4, you steal 20 damage from your enemy every second, for 10 seconds, and the bonus lasts 13 seconds after that. This spell should be cast on the opposing team's DPS/Carry hero, so the effect would be that their main damage dealer would get their damage reduced drastically, while your own damage would get greatly boosted. This spell works well with Razor's Ultimate, Eye of the Storm. Since the target's armor gets reduced, boosting this buff further. This spell can be countered by simply running away from Razor, and the link will break. Although, with his 12% increased movement speed, this would be slightly more difficult, but not too much.

Razor's very body is a constantly shifting miasma of dark energy. This unnatural state allows him to move with supernatural speed, and any foe foolish enough to launch a direct magical assa ult against him will have their boldness rewarded with a shock of purging electricity.

Explanation:
Ok, so basically this spell makes you a less desirable target for spells since it deals 100 damage back to anyone that casts a spell on you. It's pretty self explanatory, it boosts your movement speed by 12%, which make chasing down/running away a lot easier. And can be used in effectivly with his Ultimate.
Eye of the Storm
Ability Type: Active
Targeting Type: Instant
Ability Hotkey: E
The Lightning Revenant calls upon a powerful storm of crackling energy, which strikes weakened enemies with deadly bolts of lightning. The storm is charged with Razor's malevolent will, and will seek out only the most injured targets for its armor shattering blasts.

Explanation:
This is the spell that everyone screams "BROKEN" when they see it. Basically, what it does is, picks a random target every 0.6 seconds in a 525 range and deals 62.5 damage to it, it also reduces the unit's armor by 1 point. Since it lasts 30 seconds on level 3, and has a cooldown of 60 seconds it's pretty spammable, and can also be used to clear creep waves really fast. It can be used together with any of Razor's other spells, which makes Razor a really scary hero in a team-fight.
Conclusion:
This is definitely an improvement to Razor, compared to the old one. In short, the old Razor had a steroid spell which increased his attack speed for 100%, but he took 20% more damage while it is active, and without items like Vanguard or The Butterfly, Razor didn't have a lot of chance to survive a good nuking, being an agility-hero (low HP). His second spell was a standard 300 damage Chain Lightning that jumped 9 times. A spell which increased his movement speed by 10% and gave him an extra regeneration of 2HP per second. His ultimate was, Storm Seeker, an ability which damages units around him for 120 damage every few seconds. He was basically and auto-attacking, item-dependent, boring hero.
The new Razor, on the other hand, has a lot of veriety. His first spell takes a bit of skill to land for full damage, his second spell is actually useful, which is basically an anti-carry spell. His third spell allows him to chase down heroes, or run away if needed, it also shocks back for 100 damage, so a near-dead hero won't cast spells on you, unless he has a death wish. And his Ultimate is actually pretty strong now. Some might say it's a bit imbalaned, but I'm not entierly sure, the armor reduction is maybe a bit too much. But, his Ultimate, when you look at, what it basically does, isn't a lot differnt from Krobelus' Exorcism. They both work within a certain area (even though Exorcism can chase down heroes far away from Krobelus), they both damage withing that area for a considerable ammount of damage.
Now, here's something a lot of people don't really know, the Ghosts that are summoned by Exorcism have the "Locust" ability, which bypasses armor(not 100% sure on that one) and other damage reduction items/abilities like Vanguard or Kraken Shell. On the other hand, Eye of the Storm deals magic damage, which gets reduced by default magic resistance (25%), Magina's shield and Hood of Defiance.
Also, Exorcism damages buildings, unlike Eye of the Storm, which makes it an incredibly good pushing tool, but it doesn't reduce armor. On the other hand, Eye of the Storm reduces armor by 1 every strike (which isn't a lot considering there are 5 heroes (and potentially creeps) on the field, but doesn't attack buildings, seems like a fair trade.
